Citigroup's social impact-focused venture capital fund has committed $25 million to support companies driving innovative solutions for housing access, affordability and supply across the United States, the bank announced Thursday.

The funding will be provided by Citi Impact Fund, a $500 million fund established by the bank in 2020 whose stated goal is to back startups that aim to advance social equity and assist economically vulnerable communities while generating financial returns. Citi said the venture capital fund has allocated over $210 million in capital across 57 companies and funds as of March this year.

Citi's new investment will focus on backing entrepreneurs and startups that are "leveraging technology to drive innovation across the housing ecosystem," according to a July 16 press release. This will include platforms that use artificial intelligence to automate tasks and help contractors fast-track the building process or financial technology solutions that lower entry barriers for first-time home buyers.

Citi said the investment is part of its broader "Blueprint for Housing Opportunity" initiative, launched in February. The bank will invest $60 billion in capital over a five-year period to increase and preserve the supply of affordable housing in the U.S. through the program, which looks to help alleviate the country's housing crisis. The bank said the program would also help create or preserve at least 250,000 units across the country.

Citi Head of Enterprise Services and Public Affairs Edward Skyler said in last week's release that the housing industry needs to undergo an evolution similar to those experienced in other U.S. industries like healthcare and financial services.

"We need to harness the same entrepreneurial spirit which has driven America's leadership in AI and technology to unlock that innovation and show that lasting commercial success and community impact can go hand in hand," Skyler said. "In this case, that's helping more Americans access homes they can afford."

Citi said it lent over $7 billion and invested around $222 million in equity to finance affordable housing in the U.S. in 2024 in its latest ESG report, released last year. The bank said the financing is part of its progress toward a goal of facilitating $1 trillion in sustainable finance by 2030.

In addition to its affordable housing program, and as part of its broader social financing initiative, Citi said in the July 2025 report that it provided over 16.1 million low-income households — including 7.1 million women — with access to essential goods and services in emerging markets.
